To comply with National Construction Code's energy efficiency requirements, NCC 2019 includes two new Verification Methods, NABERS Energy and GreenStar. By predicting the NABERS Energy rating, the new building can comply with NCC Section J requirement. A Commitment Agreement is a contract signed by a developer or owner to commit to design, build and commission a building to achieve a specific NABERS energy rating. As NABERS is administered by NSW Government, this verification method is adopted by more stakeholders. A Commitment Agreement result must be reviewed by a number of IDR Panel.
