Independent Commissioning Agent

Utility Matters are experienced and qualified commissioning agent who carries out commissioning on behalf of the building owner or tenant.

As an Independent Commissioning Agent (ICA), we conduct an objective advocate of the building owner by using our working knowledge of designing and commissioning of HVAC, hydraulic, electrical and fire suppression systems.

We provided the following services to our client:

Planning Phase

• Provide commissioning advice to the project team re schematic design, design development, construction documentation, tendering and specifications

• Introduce commissioning standards and strategies early in the design process;

• Review the basis of design and design intent as well as preliminary working drawings;

• Develop and direct the commissioning process

• Set target requirements in the contract documents to ensure implementation of selected commissioning measures;

Construction Phase

• Coordinate with stakeholders throughout the commissioning, testing and adjustment stages;

• Observe, review and approve results of all testing undertaken by the contractor

• Monitor and verify the commissioning of all systems;

• Prepare the final commissioning report including recommendations to the building owner on the performance of commissioned building systems; and

• Be involved in the quarterly fine-tuning process and the final re-commissioning of the building
